About EIPA

The European Institute of Public Administration (EIPA) was created in 1981 on the occasion of the first European Council held in Maastricht and is supported by the EU Member States and the European Commission. Our core mission is to provide a mix of deep insights and practical knowledge about EU policies, to all professionals related to EU public affairs, with the key objective of further improving their skills and capabilities for effective management of the policies. In addition to the Maastricht-based headquarters, EIPA has a centre in Luxembourg: the European Centre for Judges and Lawyers (ECJL).

The position

The main working areas will be general EU law, with a specific focus on EU judicial cooperation instruments, but including the enforcement of EU law and the procedures before the Court of Justice of the European Union. The main responsibilities will include training, working on research and research grants for customers such as the EU institutions, public administrations of the EU Member States, as well as associate and candidate countries and the various branches of legal professions.

Main tasks and responsibilities

Training:

  • Lecturing and facilitating inter-active sessions in online and face to face training activities in English and French.
  • Planning, management and delivery of established training activities and projects.
  • Development, marketing and acquisition of new training programmes and projects.
  • Development and delivery of new (online) training materials.

Consultancy:

  • Acquisition, development, management and delivery of consultancy activities and projects.
  • Acquisition and delivery of research projects, publications and comparative studies related to EIPA's mission.

Job requirements

The successful candidate(s) will meet all or most of the following requirements:

  • Law degree acquired in one of the Member States of the European Union;
  • Master's degree in European law;
  • A PhD in EU law, with a specialisation any of the following three fields will be considered as an advantage: EU judicial cooperation (criminal and/or civil), the legal implications of the emerging digital single market, the procedures in front of the Court of Justice;
  • At least 5 years of professional experience especially including the delivery of presentations, research assignments and publishing on various EU law issues;
  • Advanced knowledge of the EU legal system in general, including in particular the procedures before the Court of Justice of the European Union;
  • Good training and lecturing skills;
  • Fluency (oral and written) in English and French, a high level or fluency in a third EU language will be an advantage;
  • Nationality of one of the EU Member States.

What EIPA offers

The offered grade will be in line with the requirements of the function and will also depend on the background and experience of the selected candidate. The successful candidate will be initially offered a one-year contract, with the possibility of extension.
